Patch Flash: Mentally Unfit Get Gun Cards in IL Says Report

Chicagoland news to talk about: Bed bugs infest city, travel on Chicago buses and trains.

 

 

A recent audit of Firearm Owner Identification card applications in Illinois found that huge communication gaps have allowed individuals deemed mentally unfit to obtain FOID cards and deadly weapons. In 2010, only three of the 102 clerks in Illinois circuit court relayed information to the Illinois State Police about individuals deemed mentally unfit for firearm ownership, thereby failing to prohibit the issuance of FOID cards, according to the audit. Monique Bond, a spokesperson for the Illinois State Police, said that individuals deemed "mentally defective" or "intellectually disabled" have indeed been purchasing guns and ammunition in Illinois as a result of poor communication between police and the courts.

 

"We learned a lot about what really matters this week," Lincoln-Way Central coach Sean Bieterman said. "There are more important things than just baseball."  That was the message throughout the week for the New Lenox high school baseball team, which blew a late lead Thursday. The game, at Andrew High School, was about much more than standings and stats or wins and losses. This game was about 27 teenagers coming together to play for the 28th member of their team who is gone now but will never be forgotten. Tommy Schuman, 18, was found dead in his bed, March 31, from causes that have yet to be determined.

 

Amber Elizabeth Adams, a Park City 17-year-old was killed Saturday and two others were injured in a three-car accident that took place on the ramp from I-355 to I-88. A 2006 Mercury was changing lanes on the ramp when it cut off a white Ford, bounced off the trailer of a semi-trailer truck parked on the right shoulder of the ramp and hit a van. A 17-year-old from Woodridge was driving the Mercury and was charged with improper lane usage. His name has not been released because he is a juvenile.

 

A 20-year-old Crystal Lake man was killed and a Cary teenager is in critical condition following a car crash Saturday morning. The incident occurred about 1:10 a.m. near 727 Elden Drive in Cary when a vehicle struck a tree, a press release from the Cary Fire Protection District states. 

Chicago ranked second last year for bed bug infestations. Experts attribute the rise to global travel; more garage sale and thrift store exchanges; and increased visits between homes and public spaces. Bed bugs, according to their name, ought to be relegated to mattress pads and box springs. But alas, because there is a spike in bed bugs across the country, the opportunities to bring home the blood-sucking insects are increasingly prevalent on public transportation. "They are transported through public transportation," said Curt Colwell, an etymologist at the Illinois Department of Public Health (IDPH) in Springfield. "They move from buses to planes to trains to taxis. It's pretty common."

But according to the NRA and other gun advocates, owning a firearm is a God-given right, therefore, no one should be discriminated against anyway, right? After all, the mentally unstable should be able to protect themselves from government intrusion just like everyone else. We all know that that's the reason so many own guns. We have to be able to protect ourselves from the evil government as provided in the second amendment.*

Sarcasm noted, along with your obvious disregard for reality and knack for hyperbole.

Society places all sorts of restrictions on fundamental Constitutional rights -- for example, the old "your freedom of speech doesn't include yelling 'fire' in a crowded theater" or slander or discussing bribes on a tapped phone line, and the freedom of the press doesn't permit libel or inciting riots.

Illinois is one of the few places that even requires a permitting process like FOID to possess (i.e. touch) a firearm or ammunition, yet accidents and incidents happen all over the country. With all the onerous restrictions we have here, it should be a gun-free paradise, but of course that's not the reality. Once again, Illinois has put its full faith in government to protect us, and government has failed -- at something as basic as faxing a form from the court clerk to the ISP.

As the Supreme Court has confirmed, the Constitution provides us with the right to bear arms. Plus, the NRA has never advocated that the mentally ill be provided access to guns.

In lighter news, in advance of the Republican debates, the city of Tampa has passed an ordinance "...temporarily banning clubs, hatchets, switchblades, pepper spray, slingshots, chains, shovels and all manner of guns that shoot water, paint or air. But not handguns that shoot actual bullets...."

Don't even think of bringing your metal tipped umbrella to the debate. Just bring your gun.

The Supreme court has also deemed corporations as people and just recently decided its okay to strip search someone for something as little as jaywalking or unpaid parking tickets. The constitution uses the words "well regulated militia". For those of you who like to argue on the constitution being taken literally word for word, I don't believe gun owners today belong to such a thing.

If the libs outlaw citizens being able to possess a firearm, who will be the ones taking the guns away from the gangbangers? Oh, that's right, no one will take them away from the gangbangers!! Even in DC--where until last year or so it was illegal to own a firearm--the gangbangers still had guns. The same in Chicago.

Your statement makes it sound like citizens have guns to stop crime in the cities. I know that isn't what you meant, but I fail to see how keeping everyone else armed will keep gun violence down in impoverished areas or with gangs. They shoot people regardless of if they think they are armed.

I understand that current policies aren't working well but why (as I know I've brought up before) try to put out a fire by throwing gas on it? Or just ignore the problem and say if they have it, why can't we?

I don't really want to take guns away from people who aren't killing each other, but our current policies aren't working. Personally, I feel that it might be time to try other things. The guns that all the gangs and undesirables have started somewhere legally. As developed nation we should be able to come up with a mixed solution.

So, government agencies (circuit court clerks) didn't do their job. While this isn't too surprising, it must be noted that this does not support further gun restrictions. This is proof that if we enforced existing regulations (i.e. agencies did their job), then we'd be better able to keep guns out of the wrong hands - much more effective than new laws (what good are additional laws if the agencies don't do theior jobs?)

Neither, Sully. I was merely pointing out that it isn't possible to protect all of the people all of the time and taking away a law-abiding, FOID-possessing citizen's right to own a firearm leaves them vulnerable. However, you already knew that, didn't you?

But if we have better control and restrictions over at least the manufacturing and initial distribution of firearms, that can go a long way to also making sure that people are not vulnerable. Just as there are flaws in the system for illegal weapons confiscation, so too are there flaws in the f.o.i.d. system, conceal carry systems and many others. Ironing out all the flaws may result in more bureaucracy, but it will help keep people from killing one another. Which should be our overall goal here.

I'm not trying to force anything on you. I'm just presenting alternatives. Yes, killing is illegal and people will do it no matter what. So why make it easier? Guns kill people. Someone does have to squeeze the trigger, but the gun is the tool. Strict regulations starting at the first point of sale down to the end buyer will result in less guns in the hands of criminals, which will equal less murders and accidental deaths carried out with a gun.

I'm disputing NRA' s stance, and the stance of gun advocates that owning Uzis is a God-given right and anyone should be able to own their own personal arsenal. That is not what the second amendment advocates. Individuals of today are not part of a well regulated militia, are they? Are you?

Dan, I have no desire to control a woman's right to choose or who loves and marries who. Those are personal, individual decisions. I do feel that making working conditions more fair and safe, or regulating anything that threatens harm to people as a whole, is the responsibility of the government. Are you okay taking the chance that every time you eat something you could be food poisoned, or that the air you breathe in any said location is so polluted that you can only go outside at certain times? Are you okay with banks being able to rip you off with all kinds of superfluous charges or being able to foreclose on your home without proof that you haven't paid? Are you okay with corporations that make huge profits paying no taxes while laying off more and more workers? Hmm. I guess you are. You must be thrilled that Scott Walker just turned back the clock by doing away with a woman's ability to sue for equal pay for equal work in Wisconsin. Your kind of conservative!

Sully, abortion is not my issue, either, but i find it somewhat hypocritical for liberals to try and portray themselves as the party of compassion, yet they don't have a problem with ripping an unborn, totally helpless and defenseless child, from the womb.

I believe that marriage should be between a man and a woman, but support the rights of gays and lesbians to marry since 98% of them are liberals and they won't procreate, which i think is a good..no, great thing.

As to your many points about regulation, i am in agreement with you, as are most conservatives. I really don't care too much about social issues, though.. what i really care about is a balanced budget.

Scott Walker is doing a great job. It's not easy. He's not going to make everyone happy...this is not like t-ball. Everyone doesn't go home a winner. But the union folk up there have been getting a GREAT deal off the backs of the other taxpayers in Wisconsin. They didn't chip in on their pension at all? They only paid 6% towards health insurance? ridiculous. Where do you get a deal like that? Oh. Public service unions, that's where.

Really - in the 1970's-ish, the US Govt outlawed all fully automatic weapons from import to the US. Speaking of conservative talk radio, look how well liberal talk radio worked out. The only people who want to listen to that liberal drivel are the liberals. But, yes, go ahead and try to get Rush off the air--it didn't work this time and it won't work the next time either. But Air America, well, that's dead and gone.

Dan, you are so right about those against conservative talk radio. They want to silence conservatives. As for me, if I don't like what Rush has to say I change the channel, but I can honestly say that rarely happens.

I used to work as a property manager at an apartment complex that had mostly minority tenants. During party time, the firearms came out and no one was safe. I'm surprised no one got shot. Were any of those firearms licensed, heck no!! And when the cops arrived, they confiscated a lot of guns and high-powered rifles. I'm sure the people who had them were able to replace them rather quickly. Those are the people the rest of us need to protect ourselves against. Concealed carry in IL would go a long way to keep the rest of us safer because the scum who illegally possess firearms wouldn't know who is carrying and who isn't. But, the liberals who are against concealed carry don't care about the law-abiding citizens who may be targets. Nope, they just continue to blame everything on the conservatives. What a crock!

Homer remembers being in Florida the week conceal carry came into effect. The headlines screamed about two senior citizens arguing about how many items they had in the six items or less check out line. They both pulled guns, legally, and killed each other. I imagine up to this point, they were law abiding citizens with no mental deficiencies. Guns for all! You never know when seven items constitutes a capital offense!

Sully, who are talking to? if it's me, the answer is 'no'. There were a lot of things Bush did that i didn't agree with. However, it never occurred to me that he did not love our country. Can't say the same for the man in office now. McCloud, you forgot to mention CNN.

CNN pushed the meme that Zimmerman described Martin with a racial slur 'coon' on his phone call to the police.. they had audio EXPERTS play that tape over and over, played it for guests on their shows..played that tape 100 times, implying that Zimmerman was a racist.

It turns out that after more audio experts got rid of the white noise on the audio, he was saying 'cold'. It was a chilly and rainy day.

NBC made the 'mistake'...honest mistake, they swear.. of selectively editing audio to imply that Zimmerman was racist.

ABC played games, on two different occasions, with video...trying to imply that Zimmerman did not suffer any injuries after allegedly getting his head knocked off the pavement several times, and despite witness and police accounts which said that his head was bloodied.

ABC eventually (sigh) showed that Zimmerman did have a gash on the back of his head. They would never have admitted as much, but other news outlets were showing the gash on Zimmerman and they just couldn't lie about it anymore.

The MSM 'acted stupidly' here. They made a rush to judgment in an effort to fan the flames of racial tension, which they feel will help Obama re-energize his base for the upcoming election. Shameful stuff.

Just making sure your hypocrisy is noted. I suppose I could've used Reagan as an example with his arms deal in the Iran-Contra affair. The point is, why are certain things okay under one party but not the other? Neither party is crystal clear by any means, so why do partisans have to forgive everything on their side while condemning everything on the other as ultra terrible? Rush is just a partisan hack with a big platform, a loud mouth, and few if any morals.

Only the elite can read the Constitution and determine that "no" in the First Amendment means no but "no" in the Second Amendment means maybe. Someone going to argue that states can limit free speech they way they try to limit the rights under the 2nd Amendment? Typical of the Left to try to let government ban a gun but refuse to enact laws requiring mandatory sentences for crimes committed with firearms. Talk about dim wits. It was Obama that banned the 100 watt light bulb. Great energy policy. Ranks right up there with thoughts on effective gun rights.

My point is made every time you post a comment. The problem with crime has most to do with judges letting bad guys go over and over again. I never see a march when a child gets molested by a guy who was caught multiple times previously. Politicians love marches against guns, it makes them feel secure that there is an electorate out there without a clue that will reelect them.
