Village trustees recently adopted 10 goals for Libertyville for 2012-13, according to village documents.

Redevelopment of Vacant Properties

The Village Board and staff plans to continue the goal of the redevelopment of vacant properties, based upon increased interest in key development parcels including the Trimm property, west of the downtown Metra station, the former Fresh Foods property, on South Milwaukee Avenue and the Young property, on the southwest corner of IL Route 137 and Milwaukee Avenue.

Annexation of Properties

The Village Comprehensive Plan identified several key unincorporated properties adjacent to Libertyville. The Village Board and staff will continue to make an effort to reach out to these property owners for annexation

Marketing of the Libertyville Sports Complex/Future Sale

Village staff plans to continue its evaluation of existing marketing programs for the  and meet with the Parks and Recreation Committee, Special Projects Committee, and Marketing Committee to develop new marketing programs, as well as to review the possibility of re-branding the facility. This goal also will include the upgrade of the Libertyville Sports Complex website .

Peterson Road/IL Route 137 Streetscape Improvement

The village has completed a streetscape plan for the Peterson Road/IL Route 137 corridor using a three-dimensional design, and will work to implement the streetscape plan on a phased basis as long as funding is available.

Develop Plan for Downtown Parking Lot Improvements (east side of Milwaukee Avenue)

With the recent extension of the tax increment financing district, completion of the West Side parking structure, and , the Village Board has established a goal of developing a plan for parking lot improvements on the east side of Milwaukee Avenue in the downtown area. Unlike the west side of Milwaukee Avenue, the village does not own much property on the east side, so acquisition or long-term leases with private property owners will be necessary. In addition, although a previous downtown parking study identified a parking structure on the east side of Milwaukee Avenue, between School and Newberry street, the Village Board has indicated a desire to re-evaluate this location and other locations for a parking structure if needed and surface lot improvements.

Performance Management Program

While the village for many years has incorporated performance information as part of the annual budget process, the Village Board and staff have established a goal of participating in a performance management program to measure organization/department performance better. Officials hope to improve identifying performance measures, monitoring and comparing performance with other organizations, and further identifying village services that can be improved.

The recently enacted Illinois Power Agency Act allows municipal and county authorities to negotiate electric power supply arrangements for residential and small business consumers through a "Municipal Electric Aggregation" process. . If approved, residents and small business automatically would be included in the electric service contract unless they agree to opt out. Village staff will work with the Northern Illinois Municipal Electric Collaborative to implement this goal.

Completion of Zoning Code Update

The Zoning Board of Appeals and village staff have been working on a comprehensive update to the Libertyville Zoning Code, and the Village Board has established a goal of completing the update during fiscal 2013.

Information Technology Operations Assessment

The Village Board has established a goal of assessing the Village Information Technology operations, including staffing, hardware and software systems, the village network, and recommendations for potential productivity improvements that may reduce future staffing needs. The Finance Committee and village staff are working with Client First Consulting Group to conduct the study and develop recommendations.
