Village Board Approves Lake County Master Plan

Lake County's plans for a government center in Libertyville now enter development agreement, ordinance phase.

After more than a year of negotiating, village trustees unanimously approved Lake County’s master plan for the 172-acre land west of Milwaukee Avenue and north of Winchester Road.

“After 15 months, our attorneys and the county’s attorneys will now draft the development agreement and ordinance to have this move forward,” Mayor Terry Weppler said during Tuesday’s Village Board meeting.

The master plan eliminates some uses, such as a jail on the property, 24-hour parole or probation facilities on the northern parcels along Adler Drive, and requires the developer to notify all property owners within 250 feet of the property borders of any proposed overnight accommodations, either in a secure or semi-secure setting, at any location on the campus. The county agreed to limit 24-hour facilities in some areas to address concerns that such facilities would cause light pollution for nearby neighbors.

As part of the development plan, the county also has agreed that there would not be a deannexation. . The approved agreement now binds the county to follow any restrictions of the village’s zoning and building requirements and .

Rick Marder, a spokesman for Citizens United for Healthy Development in Libertyville, who has been a lead critic of the master plan, . Marder also recommended the village notify residents of construction on the site.

Village officials said they would include construction updates on the county land in the village’s weekly e-blasts.

“On behalf of the village, I would like to thank you Rick for helping us to get a plan that while not ideal, has been found acceptable by a majority of people,” Weppler said.
