    There are noise pollution laws in Illinois, but they are supposed to be enforced by the Illinois Environmental Protection Agency, as I recall from back in 2001 covering the Libertyville Indeck Peaker Power Plant hearings.

    Trouble is, there are only a handful of IEPA workers to enforce this throughout the entire state. I forget how many decibels noise had to be below and what hours the laws stated, but I do recall there were laws on the books that weren't just local ordinances.

    But as long as the decorations aren't noisy or affecting the quality of someone's life in their own home, I think people should be allowed to decorate their homes any way they choose. They pay for their house, it's their property, and with all the taxes homeowners shell out, it should be their right to decorate their homes in July if they choose. Just my opinion.

    Well if we can reach common ground on an issue, certainly this board can too on certain things you'd think Brad.

    (And to be honest, I'm not quite sure why you've disagreed so much with me in the past, considering all I have tried to do is shine light on unethical activites, while still doing my best to support things that benefit D46 children, and the community, and our kids in Grayslake in general).

    But I agree with you here too Brad. This is, if nothing else, a major red flag. And if you don't ask questions, you'll never know the answers to those questions. I for one would like to now know what process we are using to screen those who are around our kids all day. Like I said, this is a major red flag.

    Are we even conducting backgrounds checks...I mean real, actual thorough background checks on D46 employees that are around students all day in our schools? This story terrifies me. When you make nearly $200,000 a year there is no excuse for this sort of thing to be falling through the cracks, with all due respect!

    I was informed that Comcast's feed of this event failed this morning, which I also saw firsthand as many of you did. If I am able to find out more information about why this happened I will pass it along to all of you.

    I know a lot of people were disappointed about this because it was listed as being scheduled to air and we were informed by Comcast that it would. Unfortunately, it never did. Instead, customers got a black screen even though it said on their digital cable it was airing.

    The word barricade was used because the entire subdivision was blocked by police barricades, no one could enter for hours, and people were evacuated. It was also an event that, unfortunately, affected an entire community of people and disrupted a lot of people's lives, not just one individual, as tragic as what happened was. Hope that answers your question.

    My sincerest condolonces to the Schroeder family, who, along with Rhonda Burke, gave me my first newspaper reporting job way back in 1996 at Lakeland.

    Senior didn't talk directly to reporters that often, but when he wanted to discuss something with you or compliment you, he had this trademark habit of always sending you a note up to the newsroom that was done with his typewriter, even after computers had fully been integrated into newsrooms.

    His contributions certainly made Lake County a better place.

    There are so many factors at play here that it just is too much to even comment in great detail about. I will just say I am disappointed that so many villages continue to allow their residential populations explode with no regard to how it affects the school districts. And then the state owes everyone money...it's just a huge mess, and it's always the kids that get the shaft, and the taxpayers.

    Illinois' property tax code does reward bad behavior, and allows districts who poorly manage their finances to simply legally ask for more money each year, even though their is a cap on that amount.

    And again, @Deadcatbounce, why would those property tax refunds be issued? Because there would be a reassessment, and those homes would then be found to have a lower assed value (hence, declining property values) than the original assessment, causing the refund, which completely validates Dr. Hill's statement. And he never said it was the only cause, which the article clearly states.

    If you would like to contact district 34 and ask them how much was refunded, you can contact District 34 or the Cook County Assessor's office and they would be happy to tell you I'm sure. But I am not going to debate you over the fact you are upset that the district has levied this tax when only two people showed up at the meeting to oppose it.

    I know in some area counties this year, property tax appeals were at a record high. If there were a lot of refunds issued, it is fair to say it could have had an impact on a deficit.

    I stand by what was written above.
